No, he is saying mid 400whp which has never been achieved yet. You will not see 600+whp on a PS2 either. His numbers are pretty high. PS1 max so far is at 426whp and PS2 seems pretty topped out at 560whp. Those are both being pushed extremely hard and aren't DD numbers.
For 400 crank hp do the charge pipe, tune, dp and fmic. If you have at least 93 oct you are going to be right around 400hp (340whp). If you are stuck with 91 oct you will probably need meth injection to get there and it will take you a bit higher even. If you have E85 available you can hit 360whp easily.
