Whenever you want, however it is said to only give you that boost under hard acceleration from a standstill. It's hard to tell though when the car is under extra boost in highway situations with the button on. What is noticeable is how much quicker the shift times are with the button enabled. Throttle response also increases noticeably.
Mechanical differences aren't huge. Pretty much comes down to extra cooling. You have an extra oil cooler, an extra radiator, a higher output radiator fan, stiffer engine mounts, performance exhaust, DCT option, boost button, more hp and more tq, more psi at all times. Suspension remains the same which is a huge BUST.
