It's not a safety thing. It's an intentional design by BMW. Minor aesthetic details. If you notice, in other cars the door lock mechanism is either a little stick/nub on the top of the door panel like in the E9x, or a little flip/rocker switch by the release handle. In other cars you either need to pull up on the stick or flip the switch to unlock before you can open the door with the handle. Now if you look at the one on your E9x, the nub is flush with the door panel when it's locked. This is arguably more aesthetically pleasing than having something sticking up.

How do you unlock it then? The nub is flush so you can't pull on it. Pull the door handle once to unlock. If you notice, that pops the nub up, signifying the door is no longer locked. Pull again to open the door.

If you set your car to not lock at 10mph, then you won't get the double pull to open because the door won't be locked in the first place. I don't mind the double pull. It's faster than in other cars having to manually unlock then open. The only thing is sometimes passengers get confused and you have to remind them to pull again.
