Any dedicated wheel cleaner should do the trick, Megs Wheel Brightner (D140) is a great product but, its acid based and very strong, if you go that route depending on the level of grime I would dilute it down first. Or go with a consumer level product like Hot Rims which is acid based but much gentler than D140 and you can find it at you local auto parts store.

For protection once you get them cleaned up you could go with a spray and rinse sealant like McKees 37 Hydro-Blue or CarPro HydrO2 Lite....easy peasy application and works pretty well...clearly coating them would be best option but save that job for when/if you change the pads since you have to remove the wheels......
