PARKING

I know this is totally off topic (but it is related to cars)
I live on a main road in Burnley and the problem I have is that I live across from a social pub/club which can occupy up to 400 persons and only has parking for around 12 cars, so over the entire weekend and at most evenings there is nowhere to park. This you may think is not a major problem but if you imagine the scene where I am working away and the wife has to go shopping, if she parks across the road does she a) carry the baby in the baby seat and walk the 18 month old across a busy main road where people have been clocked at 60+mph on a 30 or b) leave one in the car then the other in the house on his own (which is dangerous in today's society.
I have spoken to the local and county council about getting residents only parking but the tossers just shrugged me off! I want to take this further but don't know who to go to next, any ideas fellas?
p.s. I know moving is an easy option but you shouldn't have to
