Any idea what is wrong and is it fixable? I can't do clean install to my computer but if needed I can get hold computer with win 8.1 and do clean install if that is easier route.

That error usually occurs when another program is using the COM port or the COM port that EDIABAS is configured to use doesn't exist.
Make sure that no other programs are running and review your COM port settings.
