Yes, 4S is the new PSS and from everything I've read it is a better overall tire, but mostly in the wet is where you notice the difference.
As for putting on your tires now, I wait until it is consistently over 50 degrees, but I think you'd be fine. You just need to drive carefully until your tires heat up enough to give you better grip.
