Thanks - my problem is that I only ever saw your first screenshot; clicking on the Download button just brought that same page up again :-)
I tried restarting my browsers in "safe" mode (so without any add-ons loaded) and also tried going out through a VPN (just in case my ISP was blocking something) but with no joy.
I then downloaded the latest full version of Firefox (I've been using the latest ESR) and that finally did the trick - I'm now download at around 4 MB/sec.
