I was shocked when I heard about it because I routinely hit 80+ on 88, which is a 55 (meaning flow of traffic is about 80), so if I'm not paying attention, I can get pretty close to that magical 31 MPH mark without noticing....
I can't believe how fast the flow of traffic is on some of the freeways and especially tollways around here. That 31 MPH mark is awfully close to the current left lane flow in a lot of places. Sucks. Gotta up my situational awareness now.
Anyway, good luck OP. Even though your wife wasn't 40+ over, she's still facing a misdemeanor. I bet if you fight it, with her record, you will get the criminal portion dropped as long as you've got representation. That's just MHO though. 102 is pretty high, 3MPH less would have looked much better on paper. 7MPH less would have been stellar.
