Just that these types of things rarely go away. Whatever their actual reasoning was to implement it in the first place, once they're in and mandatory they tend to stay that way. Regardless, it's great for the modders up there.
How does Canada handle the emissions testing? Is it the government, itself, who operates the test stations, or is it farmed out to a private company? In my state(TN, US) they are operated by a private contractor. Each test costs $9 and it has to happen annually in order to renew our license plate tags, also required annually. The state/county, of course, gets a piece of each of those $9. Yet, 1 or 2 counties over and no emissions testing is required.
