The state/county, of course, gets a piece of each of those $9. Yet, 1 or 2 counties over and no emissions testing is required.
Ohhi see yes it becomes a platform for different political parties. Liberals come in next and can implement something again you are right.

Yes what is happening in your state is the same pretty much they were making money. Except ur state it is private and my state it goes to a corrupt government.
