You would actually need a polish. Clay removes contaminates (not scratches) from paint, and wax is an LSP used for protection and/or added shine.
Can you share a picture with us? If it's just one small area you're looking to handle (as opposed to the whole car), some Meg's ScratchX will probably help. It's hard to say whether or not you'll get it back to perfection without seeing the damage. But you can find ScratchX at any auto parts store (or Walmart, Target, etc) for $6-8, so it's certainly worth a try.
