The FSC.hex file doesn't appear to have been pulled correctly.
It looks like there are bytes inserted into the header between positions 0x17 and the start of the VIN at 0x1D. (VIN should start at 0x1A)
I've removed 3xBytes to align the VIN, and RSA keys within the file. (Rename AstroZ.pdf to AstroZ.hex)
