0x28 0x10 doesn't appear to be valid for any set of maps - Europe Premium 2014-2 is 0x28 0x08 and Europe West Premium 2015-2 is 0x28 0x0A
The GUI Generator will automatically grab the correct values out of the Lookup.xml file, but if you want to use the DOS version, the values should be 0x28 0x2D

Are you certain your USB is EUROPE WEST 2018-1? Map 2018-2 is out, and would require a different FSC code.
