both, depends on the country. And one effects of such cheap gasoline, is gridlock, smog and inefficient cars.

Iran is a net exporter of crude oil but a net importer of oil distillates, meaning, while they have a bunch of the black stuff, they don't have the equipment to make the clear stuff. So the government buys it from foreign refiners and subsidizes it at a price...

Venezuela is a nut house today. They export the black stuff and the clear stuff, but the government panders to the socialist ideology, so they're bleeding through lack of taxes on gasoline.
