Also while stationary and the jb4 on the rev counter is barely moving the revs sound normal but the rev clock is at the very bottom. But when the jb4 is off clocks back to normal.
Is this normal behaviour?

No that is not normal at all.
Either the Jb4 is not working properly (bad flash?) or it is miswired.
Do the gauges sweep when it is turned on or the car is started?
