We'd need to see the invoice fees to see if UPS fucked him. I think it also depends on your shipping service.

Ive had 100$ of duties on a 35$ part before (UPS and 15+ years ago) and even recently Ive heard of stories.
Sometimes you get lucky but most Ive heard UPS over the border you get screwed
