I literally have no android apps to my name, never have, so google app store is foreign to me. I have no such phone or tablet, but am willing to buy whatever device needed just for this purpose.
Please get me pointed in the correct direction.

Just figured this out yesterday. Buy an 8” amazon fire tablet for 40$ and i can send you apk’s (downloads) needed to be installed to get google play. Here is what i ended up with
