I can tell you for a fact Airport Automotive won't take you for a ride (check out their Yelp reviews if you don't believe me). With regards to your second point, if the shop owner there won't be able to do it with his specialized tools, he knows who to call and get it done (I've talked to the guys who he calls to do the specialized coding).
