BPM is a tax you have to pay in Holland when you buy a new car or motorcycle. It is roughly about 45% of the net price. VAT (BTW as it is called in Holland) is 19%.
To add to the costs of cars in Holland:
Diesel is about €1 per liter ($1.28)
Roadtax € 1100 a year ($1,400)
