The sensor is supposed to sit in the oil (when you drive), since it attaches to the front of the cam.
When I took off my valve cover, I discovered that there was a lot of sludge around the sensor, so that could be the reason for your problems. If you open up the oil cap, do you see some sludge? If so then the sensor is likely covered in sludge too.
