Normal as in, would it be expected that a certain wheel/tire combo would rub - yes. But rubbing is not normal at all for a car.
I'm pretty slammed in the rear, running OEM 19's, no spacers, no fender roll and PSS 265/30 without issues. If I add a 10mm spacer I'll be having the same problems you're experiencing with the tire contacting the inside of the fender.
Narrowing down the solutions - you already did a fender roll and probably don't want to change your wheels; camber is likely a little more than stock anyway since you're lowered; so in your situation, going down a tire size is sensible.
