The forum Car Technology has some great information about this. The key is getting the FSC certificates generated and installed. There's a free tool on that forum that will quickly activate a virginized CIC with just a usb drive. You might need to generate additional FSCs and install them with Gini version 14, or FSTOOL.
It's fairly technical, but there's good information and free tools.
