Nah 12 degrees is not right!
I don't know where you are in the country but here on the Norfolk coast it is only 13 degrees ambient so it sounds like it is not cooling at all.
If they offered your money back I would take it and hope that someone can recommend to you a local garage you can trust to investigate the problem.
