Agree, Shells profits are a smokescreen, very convenient for the Govt. As you say fuel is 70% odd tax. If we are to get angry it should be with this Socialist Govt. We should all benefit from Shells enormous profits. Most of the UK shareholders will be corporate financial bodies which are investing money from pensions etc. Talk of a windfall tax is ridiculous and it would be a huge nail in the coffin for this Govt (probably not a bad thing then!) and would hugely discredit the UK financial markets.
