At least my evo powers up, though I have no way of testing it out. I guess I can make up the oabr cable, send in +12v to the right places and a KCAN wakeup signal, and see if that causes the ethernet port to open up

old cic cable will not work. newer nbt cid's are using separate power source since then dont have old stile power and can connector.this is still 12VDC.
newer evos require 7.5VDC to properly power on cid. that is the only thing power converter does. I build one using some amazon parts for less then $3 (converter).
