I reformatted the usb sticks, reloaded the maps on my laptop. Unzipped them and copied the cofig and pkgdb files only onto each of the 4 usb sticks ( not the entire usb folder, but the two inside items of each usb folder). This is what worked for me in 2016.
Will try to load the maps to my car tomorrow and will post here if successful or not.
