White smoke usually indication of head gasket or coolant getting in the engine. Trouble is the smoke was present during start ups with no coolant in the motor at all. Thinking it may be turbo(s) or head gasket? Or just needs a good run.
The thick white smoke burns the eyes and doesn't really go away even after 30-40 mins at idle and revving motor to 3-4,000 rpms.

Is there oil around the turbo?
I would especially look there since the turbo is mounted on the passenger side.
