Here in my state (US), it is completely arbitrary. Highway signs are 55, but most cars are doing 70 and do not get ticketed.
There is a lot of discretion in ticketing here. Usually the tickets start at 15 over the limit.

Unfortunately there are many fixed & mobile speed cameras throughout the UK. They call themselves safety camera partnerships, fixed fines & endorsement on your licence unless you haven't been caught speeding within three years, then you get the option of a £100 fine & going on a speed safety awareness course. I've been on one & have had up to 9 points on my licence in the past, its clean now though
