EGR thermostat part number is : 11717787870

My theory is that water is used to cool down the exhaust gas before it enters the intake manifold, because the intake is made out of plastic and it would melt if exposed to 600*C exhaust gas.
Water needs to be forced through the heat exchanger so flow has to go from the water pump feed side of the cooling system to the suction (radiator) side. The amount of cooling capacity needed varies with EGR usage, exhaust temperature etc so it needs a thermostat to prevent overcooling in certain conditions.
With the EGR bypassed, you still need it the thermostat to keep the cooling system intact. It costs 200 kr so worth changing it.

So yes, you still need the EGR thermostat.
