You may also need to prove you own the car (ie. show the ownership/registration) when asking for the records.
Not sure how it is in the US, but here, for privacy they won't email or fax records unless the previous owner's personal information is redacted.

Hmmmm...I'm trying to determine if an '09 I'm looking at purchasing has had updated injectors and turbos installed. I already have the owners "information"-I don't care if they block it out or not.
