If the DME cannot get a valid signal from the DKG indicating it is in neutral/clutch is disengaged etc then it can prevent the engine from cranking.
I'll post up something in a few hours when i get home. I printed off a lot of stuff from ISTA when i was battling the sudden cruise control failure.
