As far as I know all E9X models came with angel eyes, whether it was the basic halogens (what you have) or the HIDs, more than likely the bulbs are burned out, if you don't have iDrive there is an option through the cluster to activate the halo rings you can check how to activate the daytime running lights on
this video.
If your running lights are already on then you will need to replace the bulbs.
