i always had this question regarding tint and i spoke to a cop awhile back. what i was told it doesn't matter where you're car is registered, what plates you have, if you're military, attractive, a douchebag, or otherwise...
if your car's tires are on the pavement in the state of virginia, you have to abide by virginia's tint laws...period. yes it sucks, but that's how it goes. i'm taking my chances however.
