I believe HID's don't "set" until they've been run for about 20 hours and will continue to change over time. I have seen pics of "hour 1" compared to "hour 20" and "hour 60" on the same set and the difference is quite dramatic. So either they will slowly balance to be the same colour or they were different from the start!
