IMO rotors should be resurfaced or replaced every time you replace pads. I mean that is if you care about your braking.
Zimmerman or oe is my go to and always coated rotors. Although I use the Centric plain ones on my race car; Heavy metallic pads really eat the rotors no no point going with fancy ones.
I also find terrible rotors produce a bunch more dust than better ones.
