So I received a response from BMWNA customer service regarding the message. Here is what they wrote back to me...

The message that is posted on the website is referring to the personal programmable options on the vehicle. When you take delivery of the vehicle, your salesperson will go over a list of programmable options with you so you can set some of the features of the vehicle according to your personal preference. For example if you want the horn to sound when you lock or unlock the doors, or if you want the headlights to blink and so on. This message is indicating that a few of these options are not available at this time. BMW is currently investigating the issue so that these options can be made available as soon as possible.

I have already replied asking for clarification on the following issues:
1) Whether the fix is retrofittable.
2) If not, what do owners of cars with the missing features get in return.
3) What features are missing exactly?
4) If there is a mailing list or way to stay updated on the matter.
I will post any more news I have as I get it.
