It's all about the money. Audi knows it can't sell RS cars in the US at anything remotely close to as much a profit as they can get elsewhere in the world. The US is too competitive a market and Audi/quattroGmbH is waayy too inefficient a manufacturer to step up the volume and lower the costs.
