There are 400w and 600w OE units available. One was for cars with the Towing Package which I do not believe was available in the US. Neither will be quiet but if yours is loud it's probably old.
I'm sure you could rig some kind of finger chopper arrangement but I'm not sure if it's neccessary. Even the late great JustPete had the OE fan on his race car.
