Then we thought it might be a tuning problem, so Tim sent through a few updates but nothing has made a difference

So weird. And no issues at WOT etc?
All I can think of if the coils are not it would be injectors. Too much or too little fuel injected while cranking.
Air fuel spark.
You got air(I assume the TB is not closed and obviously the valves in the head are fine)
You got spark
You got fuel.
