i recently dipped my grill and chrome trim, it definitely sticks to any surface you put it on, as long as you let it cure. Those chips in your bumper will still show but not nearly as much, as for the gloss i have yet to try it but being in the painting profession, if you put a couple nice even coats of gloss in shade (also not too cold outside otherwise it will frost on you) then i believe it will be decently close to your body sheen.
On a side note i'm not sure what gloss spray you were looking at but they do have a Plasti Dip gloss spray that might work better than a conventional gloss spray but again i'm not completely familiar with it.
