Ya they pretty much tend to do whatever they want. I was going through Valencia and the CHP was going 100+ on the shoulder to pass a line of semis to catch up to a speeder. One of the trucks swerved out a bit to much into the shoulder and the CHP ended up on the dirt.... CHP didnt slow down one bit.
