LOL Where did you get that meaning from?
Up here, amongst the Midlands PH lot our meaning for hoon is a non-chav, enthusiastic drive round the countryside, at speeds (normally) above the NSL (unless specified a "slow car run") or properly fast
if specified a fast run, no loud music, mainly sports / classic cars but all welcome under it's not what you drive but how you drive it, far from gentle driving(!) but not causing offense to the public by playing loud music or by the drivers being chavs.
I've been on countless hoons, all been great fun fair enough you get the bores who you overtake getting annoyed sometimes but it is a nonchav affair
