Assuming you have a D/A polisher, 3m 1-2-3 perfect it bottles of Buffing/ polishing compound, various Chemical Guys pads etc

Then there's the Element of "time". Time to research how to & then actually do the DIY.

After adding all of that up, it's close to the cost to get someone else to paint it.

I paid $300 to get a brand new bumper painted and it was excellent. My only mistake is that I had the color matched to the fuel door (easy piece to remove and take to the body shop) not realizing my car's hood was repainted before and blended into the fenders and old bumper, so my new bumper is a slightly different shade of Sparkling Graphite Metallic.
