Ah! Well, yes. EGR affects the actual useful AFR that arrives in the combustion chamber, so any malfunction will cause AFR to skew and result in bad running one way or another. If the DDE expects one thing, then a different thing happens, hesitation is a very likely outcome because the engine will run badly until the DDE compensates for the malfunction as best it can. Or in the case of a sticky EGR, it'll run badly until the EGR actually moves to the commanded position.
