There's no whining sound on mine. Sounds like it could be a wiring problem where a bad connection is allowing interference to be picked up but it's best to rule out a configuration issue first.

1. What radio does your car have and did you set the switch on the amplifier accordingly?

SA 662 - BMW Business CD radio - Switch Position 1
SA 663 - BMW Professional radio - Switch Position 2
SA 606 - Business Navigation system - Switch Position 2
SA 609 - Professional Navigation system - Switch Position 2

2. When you connected the tweeters to the crossover did you plug them into the correct sockets?

There's a choice of two yellow wired sockets for the tweeters. One would have been labeled for "Radio Headunit SA 662". The other labeled for "Radio Headunit SA 606, SA 609, SA 663".

3. If you play with the fader and the balance on the headunit, does the whining sound come through to the rear speakers? Does the whining sound come through both left and right speakers?
