I had this sound when upgrading twins turbos from stock with forge diverter valves, inlet/outlet. When i drove it home (untuned for new turbos) it made this exact sound even on light boost (around 5-10 psi).
Week later I got it tuned and 95% is gone. Sound disappeared up to 18 psi and even then its only present if I WOT for 1-2 secs for quick passes during which time boost is around 18-21.
If i reload stock MHD stage 2 maps for these upgraded twins, squeal sound is back 95% of the time regardless of boost level.
