If I change to a 9.5 rim for the 275x35 rear Do i need to make the Rim offset Different?

Theoretically it could be fine, diameter is only 3mm different. You'll have some trouble fitting 275 on an 8.5 but I've gotten 285's onto a 9.5 after a lot of struggling, it took my tire guy 30 min per wheel. Keep in mind thats +10mm of tire and +25mm of wheel width compared to what you're attempting.
