this is not true, halogens burn hotter because of a few reasons usually they are higher wattage 55watts vs 35 watts, and their less efficient at putting out light other byproduct is the heat. HIDs are much more efficient hence they are run at 35 watts when compared to 55watts (lumens output are closer at this difference) 55watt hid will indeed run hotter than a 35 watt hid but still slightly under the temp compared to a 55 watt halogen.
