If Standard Tools 2.12 is installed and your running INPA 5.00, you have a version mismatch. Somehow you overwrote INPA 5.0.6 (which is included in Standard Tools 2.12) with an older version.
I suggest reinstalling using the download links and instructions within this DIY at which point you'll have INPA 5.0.6 and sp daten 50.2 installed.
